Since 1998, communities in Northeastern Pennsylvania have worked with Penn State Extension Urban Forester Vinnie Cotrone to organize large group orders of bare root trees (street tree sized trees) that municipalities and volunteers have planted along streets and in parks. Over the past twenty years, the Bare Root Program has saved communities over $2 million dollars while restoring valuable tree canopy cover. Recently the program has grown and more communities are planting bare root trees, including Philadelphia, Harrisburg, and State College, and the TreeVitalize program has developed a new mini-grants program awarding small numbers of bare root trees to communities.
